State the question the report answers, the period and the unit at the top.
Check the data first: rows, blanks, duplicates, dates out of range, totals that do not add up. Report what you found before any conclusion.
Build the spreadsheet with post_spreadsheet: the cleaned data on one sheet, a summary sheet whose totals, changes and rates are formulas pointing at the data, a format on every number column, and a totals row.
Write the report with post_document: the answer in the first sentence, then three to five findings, each with its number and a chart block where it compares or changes over time.
Say what the data cannot tell you and what you would need to find out.
Never estimate a missing figure to fill a gap; mark it missing.
